Town Council Meeting Minutes
March 4, 2008
Under the Rules and Procedures of the Winthrop Town Council, President Reilly called the meeting to order at 7:00 PM in the Joseph Harvey Hearing Room. Councilor Calla, Councilor Ferrino, Councilor Gill, Councilor Letterie, Councilor DelVento, Councilor Maggio, Councilor Sanford, Vice President Boncore and President Reilly were present.
PUBLIC COMMENT
David Osborn made a public comment.
DEPARTMENT BUDGET REPORT
Library Director John Cronin gave a presentation about the Winthrop Public Library and how expected budget cuts will affect the Library. The presentation is attached to these minutes.
TOWN MANAGER’S REPORT
Rick White reported on the following:
· Dave Hickey of DPW will be holding the Gorman Fort Banks Road Feasibility Study Pre-bid conference this month and that he would report on the progress in the coming weeks.
· Commercial lottery for slips at the new pier would be held on April 7, 2008.
· Signs at the skate park have been installed, and there is a sound insulation proposal being studying to mitigate noise issues for the surrounding neighborhood.
· School deficit

MOTION: by Councilor Gill

VOICE VOTE: to appoint Theodore Tiger to a two-year term and Janice Twombley to a three- year term on the Citizen’s Advisory Committee.
MOTION: by Vice President Boncore
2nd by Councilor Ferrino
VOICE VOTE: to refer the Town Manager’s School supplemental appropriation to the Town Council Subcommittee on Finance.

School Committee Member Gus Martucci made a public comment.

VOICE VOTE: to adjourn for the evening at approximately 8:55pm.
